Is Grand Theft Auto IV for the PC playable after current patches and video driver updates?

I read all the negative reviews about the game. All the negative comments seem to focus on the bugs. However, the game itself sounds good. I don't own a XBOX 360 or PS3. Is the game playable for the PC now? Did you have any problems saving games through Windows LIVE?
